The Kremlin has expressed confusion about Western concerns over the presence of two Russian naval vessels in Havana harbor. According to Kremlin spokesman Dmitry Peskov, the Admiral Gorshkov frigate and the Kazan submarine's docking in Cuba is standard maritime practice. Both Cuban and U.S. officials have affirmed that the ships do not carry nuclear weapons, viewing the visit as non-threatening.
